Can’t they apply the savings from not signing Workman to pay Keith?

No, but they have to know the players demands and signability when they make the pick. Generally, the player has verbally agreed to an amount and willingness to sign.

Keith sounds like he is pretty much a done deal. He Said him and the Tigers verbally agreed upon an offer yesterday, still needs to be signed though.

Teams can start signing undrafted players on Sunday, June 14.  Signing deadline for drafted players is August 1.  If a player drafted in the first or second round doesn't sign, the team will get a compensation pick in 2021 of the same position.  If a 3rd rounder doesn't sign, the club gets a pick between the 3rd and 4th round in 2021.  After that, no compensation, so if Workman or Keith don't sign, no compensation.

seems weird to keep signing more players while the future of the minor leagues is still up for grabs

Add talent if you can. They have plenty of players they can cut later if they have excess and the minors are reduced.

Fangraphs expects Workman to be a tough sign, and if they lose that slot, it would make it tougher for the Tigers to sign Keith.

And it seems like there should be dozens of high quality unsigned players. Get 'em all.

Might not be worth signing fodder, but we can cut guys in the system if we’re able to upgrade anywhere.  I suspect it’ll be pitchers, mostly.

Baseball Prospectus does a draft based off of names alone and the Tigers had 3 guys taken in the first round including Dingler going 2nd overall so I do think it's safe to say that we aced the all names draft.

No reported UDFA signings by the Tigers yet.

Baaeball America has a tracker that they are updating, if anyone is interested.

Royals, Cards and Padres have each signed 6 players, the Red Sox 9

Hope they are sandbagging and holding to announce everyone at once.

We didn’t cut any minor leaguers within the last month, like other organizations, so there might be less of an appetite to add.

You might not need as many guys with an A ball ceiling when you're fixing to drop most of your A ball teams

But remember there might be another Skubal or Piazza out there.

To be fair, skubal got a 350k signing bonus, which was about 200k over slot.

Slot money for the last pick of the 5th round this year was 325k. I don’t think the next skubal is going to sign for 20k.

What if a senior in college had a minor break out year - not one worthy of a 1-5 round pick, but something right after? Does that individual have to sign for 20k? Going back to school isn't an option.
