I think GMs and managers make decisions based on stuff that we don't know about - sophisticated scouting reports, player relations, team finances, public relations, etc. I think usually when they make a move that looks stupid, it's because they have different information than we do. I don't think they are always right. Sometimes, they make wrong decisons but MLB teams are not run by idiots.

I also think sometimes they will deliberately make less than ideal baseball moves in order to keep players, casual fans, media, etc happy. Sometimes, the effect of poor player or public relations might outweigh the benefit of a move that would seem to improve the team statistically. Maybe some manager would like to change the way closers are used but he won't do it because the baseball benefit of doing so won't be worth the trouble of getting players, media and fans to buy into it. It takes a really independent and courageous manager or GM to make a change in the system.

I also think GM's make or don't make certain moves based on casual conversations they have with friends in other organizations. Things they hear or overhear during a round of golf.

I think you're right, and it's probably one of the more troubling aspects of organizational management in sports. I think Randy Smith made every single one of his moves this way.

In fairness, management does this in pretty much every industry.
