  2. I am not defending Trump but the remedy for violating the emoluments clause is clear: Impeachment and removal by Legislative Branch; i am not sure the Judicial Branch has a way of enforcing any emoluments decision, so I get why they ruled this way.

    So much of our system is based on the good faith of government officials. When they violate that good faith, there is little that can be done short of impeachment (or a primary or general election loss) to control them, except for political, media, or social pressure - none of which Trump cared about.
