Two things tend to rise when unemployment is high: drug/alcohol use and college enrollment.

On a serious note, has drug use been steadily increasing? I wonder what the cause is...

I agree that marijuana has become more culturally accepted, maybe not on the level of alcohol, but certainly more now than at any other time I've been alive.
I also think this is why increase in marijuana use is not as ... ahem ... high as for some other drugs. The study shows an +8% increase in marijuana use year over year, versus +37% for ecstasy and +60% for meth. I think this has to do with the idea that the market for marijuana is mature, while the markets for ecstasy and meth are not yet.
Interestingly, according to the study, cocaine use is down -30% since 2006, so I'm not sure what that means in regard to the narrative the story is trying to put across.
On a side note, as someone who works with research results a lot in his occupation, I am always suspicious of motive when a study cites different benchmarks to report results on related items. In this case, the marijuana, ecstasy and meth results were for 2009 vs. 2008; the cocaine results were for 2009 vs. 2006. But law enforcement officials have seen a rise in "smurfing," or traveling from store to store to purchase the medicines, which can be used to produce homemade meth in kitchen labs.
