Sure - anyone who has dealt with the US INS will tell you that time frames for getting residency and visa documents are very fluid. From personal experience (my wife is not a US citizen), It took a little over 3 years for my wife to get her green card, and at the time she filed it was expected to take 6 months. We had all of the appropriate paperwork, we had an immigration lawyer working with us, all the i's were dotted, t's were crossed. It just took really long for everything to get processed, and no explanation was ever given. While it was ongoing, all I ever heard was it could come tomorrow, and eventually it did.
I have no clue how it is in the DR, but it wouldn't surprise me if they are less expedient / consistent with their time to act than the US (which is frightening, if true, actually).
When the comment was originally made, this hadn't come to light. Myself, I am skeptical of the claim as reported, simply because the guy defected from Cuba to DR to become a MLB player. I cannot imagine he simply hasn't filled out paperwork. Seems like he went through an awful lot to not finish the process over something that requires as little effort as being reported. I think it far more likely that there is some documentation missing (e.g. can't get an offical copy his birth certificate, which constitutes part of the submission) or someone is jerking him around at the government office than the possibility that he simply didn't fill out a form.
If forced to guess, I'd guess no one is saying much more because there really isn't much to report other than he is waiting on a government agency or agencies. That seems like the most likely explanation to me.
I also have no idea how aggressively he filed paperwork, but I'd guess he has been aggressive rather than passive because it is the whole reason for his move. In my experience, people who leave their homeland to ply their trade in a foreign land tend to be ambitious more often than not.

That being said, one thing that I've always been impressed with about Dombrowski is his ability to keep negotiations relatively quiet from the press. Some GMs seem to like to bluff or show their cards, but Dombrowski not so much...I like a man who grins when he fights--- Sir Winston Churchill.

Why not stay in on the bidding for Cespedes? Who knows what he will eventually sign for. I think the Marlins have less money than people think, and he probably won't be ready for opening day, making him useless for opening their stadium.
Bottom line is that beyond next year, we don't really have anyone good to play LF, nor is there really anyone in the pipeline.
We're back to a $130MM payroll again, like before, but we're not allowed to spend all this extra money on the draft, either. Just funnel all that draft money to Cespedes and call it an offseason. Our pitching is going to be fine for a while.

Also, we lose Inge and Young's salary next year, which equals about what Cespedes would make...perhaps more. I'm sure this will get eaten up by arbitration raises for everyone, but I don't think we should be for sure out.

Is it possible the Prince signing makes Detroit a more attractive destination for Cespedes? A buzz-worthy win-now team with 3 superstars. Interesting though, especially if he really doesn't want to go to Miami.

Teams are waiting for the OK to start bidding on Cespedes. There's still a feeling that Cespedes really doesn't want to go to Marlins.
On Cespedes: People in baseball wondering if Prince signing takes Tigers out of it. Not sure yet if that's true
Also on Cespedes: He has told teams he would prefer not to play in Miami. If so, he has interesting decision if Marlins still bid big.

Seeing how the Tigers have almost zero OF prospects (unless you count Castellanos), it would still be
worth their while to at least kick the tires on Cespedes. As others have pointed out, they can't spend
overslot on the draft any longer - and won't have a 1st rounder next year, so maybe there is some $$$
to work with, if the Tigers desire him.
