No one will ever know. But there were strong enough rumors of Renteria's impending signing with SF that it was reported before the final date to offer arbitration that Renteria had already signed with SF.

I don't think the last point matters. He's produced in the upper levels of the minor leagues, and is deserving of a chance to play a role in the majors, imo. Polanco isn't a great offensive player, and is likely to decline, so it's not as if Sizemore has to produce on an All-Star level in order to come close to Polanco's production.
