I don't buy this theory at all. It would manifest itself with something like, "Hey, let's call up Joe Blow. He's 0-4 with a 6.45 ERA, but he's so darned close that it's really convenient to get him up here fast."
I'd be shocked if geographical proximity played any role in call-up decisions.
